Local Authority Services (LAS) is the business services arm of the Association of Municipalities of Ontario (AMO) and is mandated to provide competitively priced and sustainable co-operative business services to Ontario’s municipalities and the broader public sector. LAS facilitates competitive solicitations on behalf of our Members and based on their needs. The intended outcome of these solicitations is to establish province-wide procurement contracts with various suppliers of products or services for use by these organizations.  

LAS has identified the need to partner with a company to offer a professional, commercially available/market tested, secure digital citizen relationship management (CRM) system that is scalable to the variety of sizes of municipal governments across Ontario. CRM systems allow municipalities to manage internal and external relationships and the data associated with those interactions. Many municipalities in Ontario have implemented or are considering implementing CRM technology to manage and develop interactions with their residents. CRM technology can also be used to enhance and improve internal administration and operations across all municipal departments potentially aiding municipalities in finding efficiencies and cost savings.

As part of our roster of Digital Services, LAS will set up a Digital CRM program open to all municipal organizations in Ontario.  Upon completion of this bid process, LAS expects to partner with one (1) company for a specified term to offer Digital CRM as a service to the communities we serve. Typically, for LAS programs, LAS enters into a Master Agreement with the successful Bidder. Should a municipality choose to take advantage of the program, they would enter into an agreement directly with the Bidder based on the terms of the Master Agreement and this Bid.

The successful partner will work directly with municipalities interested in implementing the CRM system. LAS is neither a customer of the successful Bidder nor will LAS manage the Bidder’s CRM system on behalf of our members. 

LAS is posting the solicitation on behalf of LAS and its current and potential members, which includes 444 municipal governments and their agencies (emergency services, DSSABs, municipal service boards) located in the Province of Ontario. The Request for Proposal ("RFP") is to result in a province-wide contract solution under the rules and regulations of the Canadian Free Trade Agreement ("CFTA") for this procurement.  If your submission is limited to certain jurisdictions, please indicate this in your bid.
